He is a specialist in concessions for public services and regulatory law and has significant experience advising public service concessionaires, mainly in relation to contract management, project support, litigation and resolution of judicial and administrative conflicts, auditing of public projects, sector regulation and arbitration. He advises clients in various sectors including public services, highways, subways, railways, airports, energy, health, sanitation and construction &amp; infrastructure.<\/p>\n<p>Luis has a law degree from the Federal University of Minas Gerais (2009) and a master&#8217;s degree in law from the University of Brasilia (2012). He conducted research on the challenges and possibilities of democratic legitimacy of normative regulation developed by regulatory agencies in Brazil, specifically in the land transportation sector (&#8220;Regulation and democratic legitimacy: the case of land transport in Brazil&#8221;).<\/p>\n<p>His publications are as follows:<\/p>\n<p>From Authoritarian Dogmatics to Democratic Public Administration.
